Hello^^!Sorry for the intrusion, I just found a better stock image, and also I would like Mizuchi to do this request if you don't mind Mizuchi ^^' (I'm so sorry Mizuchi! I know you have exams and all! >.<)I'll be patient don't worry.

Other details: I would like to have the text in blue,and the placement bottom centered. I also would like a dashed border in navy blue. I would like it to have the "shine" Gif effect. Add any effects to make the stock image pop, but make it a blue theme please ^^ So, pretty much the same effects like the last one.
