Different cases. Izou is said to be stronger than Champ, Enshin and Cosmina combined. Even though, Wave did manage to push Lubbock, Mine, Akame to a high difficulty fight (No, he didn't really won since Mine could have blasted him even when Lubbock caught him in his Realm Severer Threads since it took Wave a minute or so to get out of the threads, but yes, he does own them individually), but Akame wasn't even useful in the fight so she was basically a non-factor due to Wave's Teigu being a complete counter to her own. And nah, Champ can take him without knowledge since Wave is completely unaware of the Storm Orb's AoE and then using Ice Orb and making the tornado land it on Wave is pretty much gg since Wave would be freezed then. Seryu beats him more times than not.
That she is not. Her drugs have shown to be capable of allowing her to evade Mine's shots, but she hasn't shown to be capable of reacting to something like teleportation. Not even she couldn't react fast enough to Susanoo's attack, even if it did follow right after Mine's. Heck, not even Esdeath could do it. More so, her puppets are essentially useless when Syura has a danger beast army, himself. And unlike Kurome, he is capable of teleporting them around. Heck, he can even teleport her puppets. Even the big one since he has teleported a danger beast of equal size before. TL;DR; He can teleport the puppets away or teleport Kurome into the hand of the big danger beast and we all know what happens then.
Like I said. Syura has a danger beast army, including a danger beast of Desta-Ghoul's size. He has shown to teleport something of Desta-Ghoul's size so he can literally teleport it away or teleport his own Colossal Danger Beast on top of it which would pin the Desta-Ghoul to the ground, allowing the Colossal Danger Beast to continuously beat it down.
The other smaller puppets get defeated by Syura's danger beasts which outnumber them greatly.
