It is said that if two Teigu users with intent to kill clash, one must die. Does this mean that if a non Teigu user clashes with a Teigu user, the Teigu user always wins?

Yes. Teigu users are much stronger than normal soldiers without Teigu, but if you mean something like if that applies as well in a crossover match then no. That's just hype.

I read a few chapters, but didn't continue. And HOTD.. I'd be hyped if we got the 2nd season finally, but I'm not sure if even a new chapter came out.. ._.

Hmmm actually there is since a certain group of non-Teigu users can beat some Teigu users, but other than that the Teigu users are usually the stronger ones.

Well to be able to wield teigus means that you're already special, so yeah they're generally stronger than normal people.
