IMO it's still Kishi, the guy is so god damn amazing, just look at the perspective on this Madara drawing ._.

Tetsuya Tashiro comes second though ._.

Kishimoto is definitely one of the best in terms of pure artistic ability. Not only his ability to bring manga scans "to life" but the sheer number of avatar worthy panels that he draws up every week is immense (Juubito, Rikudou Madara, Bijuu Modo Naruto etc.).​

The big difference between Kishi and Kubo is that Kishi can draw anything from any angle and it looks phenomenal, whereas Kubo's drawings are a bit more flat, but they look more stylish (._. )

I think he has good angle perspective, it's just his backgrounds don't look as good as kishi's.
