Hebi Sasuke... I suppose one could put up a good argument for Mei but I think Sasuke takes it in the end.

Either way I think he wins, he has chidori and the chidori stream which is good against someone using water, and he can activate his curse mark. Not to mention he has the sharingan which can foresee attacks.

Well it's starting. What's making it take long is because there are 32 debaters who each have to agree on who they want to debate with and the terms like location and stuff. Not to mention its canon only so you have to have scans on deck.
