Has anyone else noticed the lack of jutsu. Based on what i have seen so far, Kakashi is the only one who mixes it up occasionally. Does anyone in the manga actually learn jutsu. For instance Naruto, for some reason rasengan couldnt beat a dying squirrel at the beginning of one of his fights, but...

I was wondering if only the males in the Uchiha clan could obtain the sharingan. I havent seen any females with it that i know of. I might have missed something while looking but does anyone have a clue.
