I am a fan of Naruto but the dude is a thicko. Sure he has great battle smarts usually but the rest of the time he is just dumb. Intelligence is not really that important for Narutos character though, he is dumb but friendly and caring.

I think like Obito said Madara just wants to use the Juubi to beat them.
