This is how it works.. they were the only kids of Hagoromo. Ashura marries a girl who has no Otsutsuki power. Their child who is half Otsutsuki marries a person with no Otsutsuki power. Results in a 1/4 Otsutsuki, and so on. Same goes for Indra The power keeps breaking in half each generation
