No the others aren't half ghouls, but rather ppl with kakuhou implants. If they go too far too many walls are penetrated and they become ghouls just like kaneki because they get the kakuhou's full effect. Also no even Kaneki's RC levels were low when he became a half ghoul. Remember he didn't...

Haise doesn't have those gates :| Those gates r placed on implants they are used to restrict the quinkies so they don't become ghouls. Haise is already a ghoul and Haise's only limiter is that he can't control himself
