What decides the Mangekyou's powers? Is it decided based upon the person's justu knowledge or what they have copied? On another note would it be safe to assume that the first son of the SO6P had all the Mangekyou's powers?

Re: Shouldn't Tobi be using the Rinnegan techniques? I was thinking something along those lines. It didn't seem to be necessary with Madara however so I wondered if it had to do something with both of his eyes being transplanted.
