Dont see why everyone thinks the War arc has been so bad. I feel like it started out really high, reached a max, went down and is slowly raising up again. That is only to be expected with the arc being so long. Anyway, I was so excited when I saw those scans.

Itachi also said you have to kill your best friend to gain MS but its not like that, just deep emotion. Most likely if two Uchiha have a great bond (Itachi, Shuishi) they probably could have awakened EMS with their eyes fused. Just a theory on my part.
