Hm... Deva and Preta really make things tough for people like Kisame & Mei. Animal Path will have summonings running all over the place too, which really could throw off the Mizukage's genjutsu game. The only people who can easily take out a summoning is Kisame and Mei but with Deva and Ashura path around, they're not going to let the summonings be defeated so easily. There's plenty of other factors in this as well but I see it like this: Pein wins, mid diff no intel. Kirigakure wins high diff with intel.
