Madara is the most powerful non 10 tails jinchuriki(EDO Madara). He's always been top 2 alive and it fits him, hell he used the damn Kurama as a summon with the Sharingan.

Something you have to take into account is that most of the powerful ninja in konoha are potentially in the anbu(including Hyuga, Akamichi, Yamanaka, Aburame, etc.) It's nice to see more tactical stuff which is why i was interesting in the anbu.
