In order to be the juubi jin all the bijuus are to be combined into one entity and that is the work of gedo mazou. Naruto is not transformed into that cause all the bijuu are in him as separate entity.

To become juubi jin all the tailed beast has to be combined into one and that is the function of gedo mazou. Naruto didn't transform to juubi jin form cause the tailed beasts are not combined or should I say transformed into one entity. They are all separately in naruto's body.
