why naruto didn't transform into juubi jin

In order to be the juubi jin all the bijuus are to be combined into one entity and that is the work of gedo mazou.

Naruto is not transformed into that cause all the bijuu are in him as separate entity.

You need the juubis body(gedo mazo) and bijuu chakras to awaken the juubi. Ill say this again, naruto almost has a full bijuu sage mode (semi yang kyuubk+ yin kyuubi chakra)
