I'd also say 3rd Generation. But mainly because we know nothing of the first generation, except Hashirama. Second Generation was Tobirama, 2nd Raikage, Muu and 2nd Mizukage, right? They are also pretty strong. I would rank them second. 3rd Raikage is a beast. Anyway, good thread!
