The problem with that is that the Rinnegan gives proficiency in ninjutsu, so does the Sharingan yet the Rinnegan gives absolute mastery (all nature releases included). Although, the Sharingan is superior in that it allows one to copy and memorise, skills or memorise and store until one can use them.
