I agree that tobirama was a genius shinobi, he created FTG and Impure world Reincarnation jutsus which are most badass jutsus ever but in terms of battle abilities i think third raikage takes the lead... How? If you remember when Tobirama declared hiruzen as the third hokage during a battle...
