Without Kekkei genkai or doujutsu the most strongest charcter would have to be Minato hands down. He is ranked top 5 strongest shinobi amongst SO6P, Madara, Hashirama etc. Close to him would then be Hiruzen or Jiraiya. Fact not opinion. There is nobody that can equal to him without KK or Doujutsu.
