Part 1's Gaara's sand was controlled by Shikaku (1 tails) He used the sand to defend Gaara, and thus used his own charka's and not Gaara's While in Part 2 the 1 tails was extracted, BUT Gaara kept the ability to use sand so he has to use his own charka to move it now.
