It is obito's body under control of Madara's "mind/soul". That would explain why he wears a mask and only shows 1 Sharingan Eye, the body doesn't have the other Eye, Obito gave it to Kakashi. Also Tobi sounds like a semi anagram for Obito.

The only member that can even pose a threat to Madara Uchiha is Itachi Uchiha, as stated in the manga, the only Akatsuki member that Madara Uchiha was afraid and cautious about was non other than Itachi Uchiha. Itachi Uchiha is the most logical and wise choise.
