Kurama is a chakra-formed beasts with the ability to think like a human. Whereas the Juubi is all-powerful but cant do anything by itself except following the commands of its master. Thus for Naruto to have the 9 Tails is probably better than the Sage of the 6 Paths having the 10 Tails?
