    Kabuto: I don't understand

    I don't understand why Kabuto didn't make the kages (3rd raikage, 2nd mizukage, gaaras dad, and Muu) into mindless zombies during that battle the whole fight the kages were revealing their secrets, which allowed oonoki gaara etc to beat them doesn't kabuto wanna win?
