I'd say they're equal. Enton Kagutsuchi and Fuuton Rasenshuriken are both pretty extreme chakra and nature manipulation.

No Sasuke can't use tsukuyomi even though itachi gave him amaterasu. Sasuke's eyes are able to use enton (inferno style) unlike any mangekyou user. Pretty much different eyes have different powers.
