What that means is just because we havent seen anything that points to hiruzen being the strongest doesn't mean he isnt the strongest. It means just cuz we havent seen anything god like doesn't mean he isn't god like.

All 3 of these ninja are top 10 no doubt. Minato n hiruzen reaper death seal alone makes them top 10. With that jutsu that means worst case scenario is they tie with whoever they fight especially minato since he is the faster. Hanzo to me is the most underrated ninja on the base behind hiruzen...
