The characters with the Mangekyou Sharingan have different techniques. Kakashi has Kamui, Itachi has Tsukyomi and Amaterasu, Sasuke got Blaze Release, and Shisui had Kotoamatsukami. So if Itachi did not give Sasuke his Mangekyou powers, then would Sasuke possibly not have Amaterasu or Tsukyomi...
