Tobi is secretly Sasori. Sasori was really one of Sasori's puppets pretending that the Sasori puppet wasn't a puppet, but Sasori's actual body, when in actuality Sasori was controlling Sasori, which was a puppet - yet Sasori's real body, to be one of the most powerful members of Sasori's gang.
