they are indeed kage level.. there is no doubt about that.. and as u say in time they will deffinetly become stronger than the hokages are but i dont think they are at that level just yet but that is only my opinion ... but right now jubito will make anyone look like fodder

SMH... are you new to the manga -.-.. the bijuu all gave naruto some of there chakra... juubi is just now sencing the chakra of those tailed beasts and is noticing the resemblence between naruto and the sage... naruto reminds the juubi of the sage it would seem thus the shadow behind naruto...
