I personally think that Hinata's only purpose in the story is as a love interest for Naruto, Sakura is just a supporting character.

Most likely Kakashi, Naruto even said that he doesn't want to become Hokage if he can't even bring his friend back to the village. Also, Kakashi may be better suited to running the village, as Naruto is better suited to protecting it, Being Hokage doesn't just mean that you have to be powerful...

It's story, characters, environment, and life values such as never giving up and persevering makes Naruto a great story among most others.
