He could have just solo glanced him but he wants to defeat Naruto his own way. This is a technique that solo'd all of the bijuu so having them inside him isn't going to help him. Sasuke sees this as a cheap way to win against someone who's inferior to him, hence why he hasn't used it. :devil:
