For everybody who says Madara, I'll say that his techniques are mostly Dojutsu techniques. For me, the one knows the most jutsus is kakashi but the ones who have the more powerful are Kabuto, naruto and sasuke. i'll go with Naruto since he uses almost only ninjutsu compared to Sasuke...
