There are probably different groups under summoning contracts. Like in the anime how you had the White Sage Snake feuding with Garaga. I'd be surprised if Koji could summon guys like Gamabunta, Gamahiro, Gamaken, etc.

Hopefully the formula plays out a little differently in this arc. I wouldn't mind if Luffy and Kidd spend the large majority of the arc in the prison, or off doing their own thing, while the rest of the Strawhats solve the Wano problem and overthrow Orochi.
