Minato seems to imply that it is impossible for a jinchūriki to perform the seal, though it is unclear what he means. The point being that he 'seems to imply'. It doesn't mean its impossible because there are still a lot of hidden secrets about the dead demon seal.

Basically destroy his head, and he wont be able to move or do anything. Dust element would pwn him easily. Giant sand burial would crush him. Any type of sealing jutsu would beat him.

My guess is that non-uchiha bodies get exausted quicker and do not have the chakra reserves that uchiha have.
