Let's be real; Kakashi's and Sasuke's both do, which implies it's not a special feat. Tengu entities have wings, and PS is similar to a Tengu being. Are those huge "arm-like" limbs on Madara's PS's back actually arms or wings? When Sasuke fights Kaguya, we see that those are not pure wings...

Where would you think Madara and Sasuke would be if they mastered their Rinnegan to their full potential? Madara only had it for a short period of time. He couldn't use it as an old man. The first time he used his original eye was when he fought the Tailed Beasts. Sasuke got it shortly after.
