Magic Sand

Hey.
This is not related to Naruto or anything like Naruto, but since there's a lot of people here, I have a question, especially if you're Albanian:

Do you know where I could buy "Magic Sand"? It's a hydrophobic sand which doesn't get wet. That or "Scotchguard" - a spray which repels water, used to remove stains and such. I'd be glad if you know a location to purchase these (in Albania), any of them.
