**SPOILER ALERT** Madara, because before his death in battle with first hokage, he awakened his Rinnegan o.o also he has Eternal Mangekyo Sharingan. So he can use Susano'o as well as all the jutsu that can be used by having rinnegan so as far as I know, Madara Uchiha is the strongest Uchiha
