Why is Namikaze Uchiha written underneath Madara/Tobi 's pic in one of the last(coloured) pages of the latest issue(chapter 594)?

If I am right one of the agenda of Tobi is to revive the Jyuubi using all the tailed beasts(1-9). But Minato has Sealed the Yin half of Kurama within the Shinigami while Naruto only posses the yang half. So is it possible to rrevive without the complete chakra of Kurama?
