How did you conclude all this? I think you're overestimating Commanders too much, Luffy's Best Allies has always being stronger than the Enemies Commanders. It started with Arlong, Jhonny hyped him as much more Monstrous & Powerful than Don Krieg so his Three Commanders were hyped too and yet...

Top 10 is very easy imo You have Naruto & Sasuke + Kaguya + 10 Tails Jinchurikis (Obito & Madara) + Gai & Kakashi (Their Temporary Power-Ups) & then you have Hashirama & Hiruzen who are considered "Gods of Shinobi" For 10th Spot, there are many Candidates such as Nagato, Minato, Itachi ... etc
