Makes sense to me, but I'm not sure there's much more to enhance even if Sage Mode did. I mean, Kabuto was already able to mess with specific ET's (see: Madara Uchiha) to make them even more powerful than when they were alive, so I don't think Kabuto'd really have a need to do more.
