I was discussing this with another member on another thread, and while logic says he should be he doesn't really seem to have usurped his Dangai form. I don't think he is transcendent.

Rank these characters on battle smarts, so use feats strictly based on their combat and not other forms (Eg Itachi having wisdom of a hokage at 7 or whatever it was lmao) Itachi, Minato, Shikamaru, Kakashi, Sasuke, Tobirama and Madara.
