Right now yeah. He holds "the key" to the war in a way. With exception to Hashi (forgive me if I'm wrong), he could just take out the other three Hokage? But Hashi wouldn't let him... hmm... Tobi is a good boy... The Hokage play a huge role in this war ATM too...

Well I'd say Tsukuyomi, especially if you're not strong enough to break out of it. Kakashi was a man though for taking 3 days of that stuff :/
