I wasn't asking who would win a fight if that's the case I think Shisui would win just because of KA...Minato can't counter something he doesn't know about
Well my answer wasn't who wins. I said he doesn't have a chance, thus meaning, he can't dodge a blow from Minato with body flicker, thus answering your initial question.
Besides absolutely nothing is know about Shisui. I don't know, why anyone tries to compare him to others. All we know, is his KA. One of the techniques (2 types of KA, one for each eye) seem to require eye contact. The one used on Ita that is. The other doesn't. Surely you could give your target a command to commit suicide with one of the eyes, but this eye can't be judged in actual combat. It has 10 years between each time the jutsu can be used. It's not a combat jutsu, it is meant for other purposes such as spying and gaining information.
The other (danzos) plants an idea in the opponents mind. This also can't seen through, so yes it's possible to use it to win. However, one needs to make the "idea" so perfect that the enemy will fall into an inescapable trap. Where this is possible with any shinobi, Minato may still be one of the hardest, if not the hardest, to do this with.
So basically you would need to give him the idea, of attacking in a certain way, and you would need to then have a way to trap him. So this KA alone is
far from enough to win a battle. And nothing else is known about Shisui, and surely a simple kunai or fire jutsu wont do.. This jutsu is better suited for combat though, if used on the team leader, you can make him think of a strategy that will favor your own team. Thus you can beat stronger opponents with it or give yourself an advantage at least. It also has shorter time between each use (though Shisui probably couldn't use it as much as Danzo could, ie. senju DNA).
