That's who I thought it was from the start lol!
I mean first of all he has the ahhhhh on the page which I guess was supposed to be that laugh thing he does.
Second, the person sounded extremely laid back...classic Aokiji
Third, he said he woke up, Aokiji has been the only one that ever seems to have a constant sleeping problem (his origional introduction).
Fourth, entirely odd method of transportation, instead of a ship here he is on some sort of small raft or as you indicate a bird...last time he used a bike XD

IMAO, it Rob Lucci .

It's Aokiji. He's wearing those sleeping "glasses". Though they look a bit more edged than his previous ones, maybe they are new? To be honest the eyewear that matches the glasses seen on the right bottom of last page, 695, actually match Sabo's goggles, but I don't think he will be introduced yet

I believe the shadowy figure is Jack, first of all Aokiji uses a bike to get across the sea and second he has no reason to get to Punk Hazard. Jack was mentioned in earlier chapters so it makes sense that he would be the one to get there after Doflamingo arrive and we don't know how powerful he is though i doubt he's as strong as Doflamingo.
All we know is this shadowy figure is a strong dude because only Aokiji and Doflamingo have been shown to get across the ocean like that. However Oda would probably not show Aokiji this early and it wouldn't be like him.
