However, someone does fit that bill... (Minato)... E.g "LORD"

Given databook references, and what we have seen from Sasuke, I believe tsukuyomi isn't the actual MS ability, but no reason to give a huge explanation about it here, it requires too much evidence, or it would just be me saying stuff, so never mind.

And no Obito didn't just get "free" powers. Obito had to witness the love of his life to get those abilities. The only thing he lived for, died in front of his own very eyes, thus he got MS. I too am amazed, he was able to use its ability right away, but the MS is a very complex size, and it can differ so much from each uchiha (with MS).
It appeared as his intangibility activated without him even knowing, as he activated the eyes. And when he in his will, wanted to kill/hit/attack whatever is in front of him, he would automatically become tangible again. Surely that is an easy technique to learn. But Obito also had Zetsu on him, with the ultimate mix of senju+uchiha DNA, and he was furious.

Obito was nowhere near being a genius, that is true, however, after that happened, he suddenly got more determined than any shinobi had ever been. Ever since, he had one goal. Obito acquired his powers, not true talent, but true hard work. In fact he is just like Naruto, and has always been. Surely he was "freely" handed the most OP technique in the Narutoverse, but his skill in using the technique isn't marvelous. But it is/was his feelings for Rin that allowed him to master it, and become one of the strongest shinobi in no time. Just like Naruto wants to be hokage, he became strong through hard work.
