madara didnt want to kill naruto and bee. he wanted to capture them. its pretty much the same restriction of madara not tryharding to kill the kages until late in the fight. he was restricting his power in both instances. madara tried humiliating the kages by beating them without using full power. i wouldnt exactly call having a bunch of susano clones almost succeeding in killing Ay not attempting to kill the kages.
He didn't want to kill them, but he obviously planned on damaging them to the point where they'd be captured quite easily, meaning a bloody, dazed mess like we saw him do to Guy. It's not the same as his situation with the Kages, where when he did succeed in knocking basically all of them out (Flower World), he decided to wait and let them get up. On the other hand, if he had managed to put Naruto down in a similar fashion, I have no doubt he come in and swoop him up.
Those Susanoo clones were a small attempt to kill the Kages, but Naruto (and I guess Bee along with him) would have demolished those clones with either a single TBB, continuous TBB, or a roar.
madara was more serious against narutos team but he wasnt using any kill moves like he used against the kages because he had to capture them not kill them. its more like naruto got the chakra cloak ripped from him then he intercepted madara and obito afterwards. naruto wasnt attached to the wood dragon. narutos BM cloak is purely chakra. if the cloak is removed then naruto can move normally.
Partially agreed with the bold. I disagree with the fact that Madara was trying to kill the Kages at all until he brought out his PS, or maybe where he used his Mokuton clones. They were more like halfhearted efforts to put them down, as he later acknowledged that they were worthy of the Kage clones, and so he'd go all out to finish them. If he used the Dragon like he used it against Naruto, it's arguable as to whether he'd finish them or not (he must have used something other then PS to finish them off-panel), but it didn't manage to finish Naruto off either.
He didn't necessarily get the entire cloak ripped from him. Just the Kurama-extension, which can be reformed in a matter of seconds. And yeah, the fact that his cloak is pure chakra is an advantage, and it basically allowed him to counter Madara's Mokuton Dragon without taking any damage that the original Kurama would have.
madara is serious against narutos team but is using weaker techs. he was less serious against the kages but used stronger techs. PS is on a drastically higher scale than the wood dragon.
I'd say the Wood Dragon is more or less on the level of Flower World and the other techs. Flower World did fail to put the Kages down for good (though Madara didn't go in for the finisher), and there's something else Madara must have used to finish them off off-panel. Maybe something similar in strength to the Wood Dragon, which I bet the Kages would have a lot of trouble putting down, if putting it down at all.
Yeah, I agree with PS being on a higher scale power wise, but it's actual effect on Naruto is different, so it's hard to compare how Naruto would fair against PS by basing it off of his performance against the Dragon. It's possible at this point that Naruto's BM might be able to match up against it, considering the fact that he only lost the tips of a few tails after taking a mountain range-busting attack head on.

But back to the original topic, I say Naruto and Bee can take this quite comfortably. Naruto took on Juubi's laser head-on and basically took no damage at all, so I doubt that Jinton, even with it's atomizing properties, would really achieve much, considering it also didn't do anything to PS either. That means it can't destroy everything just because of its properties, and that it has a limit. And I think it's safe to say something that tanked Juubi's laser can also tank Onoki's Jinton. So Onoki can't really aid much other than aiming for Bee (who also might be able to take Jinton a little, considering he tanked his own TBB, something that has destructive power comparable to PS) and lightening the other Kage.
Mei's almost a non-factor here, as her lava can't harm Naruto at all, nor Bee assuming he's not staying in BM, and assuming he's on his toes. She can probably get killed quite easily by a TBB-barrage or something, along with Tsunade possibly. If she decides to use her hidden mist technique, she'd end up blinding her own allies too. So that's taken out. Her poison mist would also harm her comrades, so it can't be used.
Tsunade can't achieve much either. If Bee's TBB couldn't harm him, and if Juubi's laser couldn't harm Naruto, I'm thinking her punches won't really do shit to their durable bodies. She'd just get killed in the crossfire eventually, probably by a TBB or something. At best she might be able to lift a lightened Bee (by A), but Naruto would just grab her with one of his tails and suffocate her or something. If Bijuu can't break his tails' grip, I doubt Tsunade can.
A also is at loss here. His stronger father couldn't beat Bee, and A being faster than his dad won't mean much. Naruto's faster, stronger, and more durable. Bee's stronger and more durable. A whirlwind can blow A along with the other Kage away, and leave them open to continuous TBB barrages. This also accounts for Gaara, really. His sand wont be able to restrain beings as powerful as Kurama and Gyuuki.
