Sorry this is so long, eh who cares, but this is a complete bio of Zabuza's abilities and why he is actually really strong.
Perhaps the reason he is underrated is because he doesn't have an OP tech like Kamui, RasenShuriken, etc.
But if you really think about it, when Zabuza put's up the mist, only sensors are able to locate him. That being said, majority of the sensors don't have great or even decent Ninjutsu and Taijutsu, Zabuza's biggest strengths.
Sensors shown so far, excluding the Seven Swordsmen, have been Ao, C, Karin, Fuu, Inoichi, Santa, Zaji, Chukitchi, Inuzuka clan (by smell) Mu, and Nagato.
Besides Mu and Nagato, who are at least in the top 15 best ninja of all time, Zabuza can defeat all of the ninja named with relative ease. C's genjutsu is very strong, true, however his genjutsu "blinds" the target and Zabuza doesn't need his vision to fight, he is the best at it in the Naruto universe. So if he went up against C, C's just going to be beaten out by large scale suitons and incredible kenjutsu.
Basically, Zabuza can nearly defeat all sensors due to his superior Ninjutsu and Kenjutsu. Even without mist, he's still a very formidable opponent.
Other than that, really only wind nature jutsu can navigate the mist, but wind nature so far is shown to be the least common nature.
Back to the OP technique talk, Zabuza doesn't have an over powered technique, but what he does have is very good tactical combinations that are on par with the danger and effectiveness of an OP tech. Zabuza using Hidden Mist basically limits most ninja, however the ones that can react in the mist due to Sharingan or Clones, I don't even know. They will not be able to read Zabuza's Water Clone feints due to them being formed hidden in the mist. Even Kakashi couldnt read them with Sharingan.
So while Zabuza fights, he combines Hidden Mist Jutsu, Silent Killing, and Water Clones, in one attack. If he wanted to, he can be hidden in the mist, use SK to locate his target, have Water Clones attack the target while performing Giant Vortex Jutsu, so 4 skills/jutsus simultaneously. Against two targets, he could even have the mist up, have Water Clones attack 1 opponent using SK while having a Water Clone using Water Prison on the other, use SK to locate 1 of the targets then use Giant Vortex Jutsu, while hidden in the mist to attack them. 5 skills/jutsus used at one time, that is OP
Not only that, but if he somehow can't move or his arms don't have mobility, if he can move 1 of his hands, he can make 1 handsign with 1 hand and perform Water Clone Jutsu, which originally requires 2 hands, which further shows his skill. Then, as shown against Team 7, use the Water Clone to use Hidden Mist Jutsu and use it to Silent Kill opponents. If you think about it, if he was up against a shit load of Chunin, he could just use a Water Clone which can use Hidden Mist Jutsu to Silent Kill them all, just a simple Water Clone can assassinate a whole group of Chuunin, possibly even Jounin like Shizune, Baki, and Kurenai.
If you actually think about it, Zabuza is really strong and is a high jounin inbetween/in the middle of A and S rank.
