Wind is one of the five basic elements in narutoverse. It's strong against lightning because it neutralizes it, and weak against fire because it just fuels fire. It's good in combinations with fire -because it feeds the fire, thus making the fire(ball) larger and more dangerous- and water. In real life, it's used for many things; such as utilizing wind to create energy.

Also, some ninja's known to utilize wind in narutoverse are Naruto and Tamari.

Why and how does it neutralize lightning and why and how does it fuel fire? What emotions do you feel when thinking about wind and what properties do you think it has?

Wind doesn't let lightning pass through, somewhat acts like an insulator. When i think about wind, i feel a shiver going down my spine because of pre-conceived experiences outside. I feel excited because it makes me think that something interesting is going to go down. I also feel free because wind to me symbolizes freedom.

Simply put, wind is not a conductor. Also you didn't say why and how does wind fuel fire, so I'll do it. Air/wind is consisted of a large amount of gases and other particles. Mostly with nitrogen and oxygen. Oxygen is what keeps fire burning so by adding more oxygen to the fire it will power it up. However, there is a specific amount when the oxygen (amount of wind) will be too much for the fire and the fire might extinguish. So, using your creativity and the strengths and weaknesses you can overcome a fire technique, and most of the times, unusual moves like that are what gives you points in tests and official battles. If you understood everything then proceed by gathering your chakra and trying to add wind properties to it, in order to be able to perform wind jutsus. Take this chakra paper and place it in between your hands. If you perform everything well, the paper should split in half. Go.

I take the small chakra paper and hold it between two of my five fingers. After closing my eyes, i concentrate on the properties of wind. I concentrate on how it makes me feel when it blows against me, and how free i feel then. I focus on the speed and strength of wind. Slowly but surely, i manage to accumulate wind chakra. I then proceed on and direct it through my palm, through my fingers and into the chakra paper.

I concentrate on how it makes me feel when it blows against me, and how free i feel then. I focus on the speed and strength of wind. Slowly but surely, i manage to accumulate wind chakra. I then proceed on and direct it through my palm, through my fingers and into the chakra paper.
A slight breeze can be felt on the field, but the paper remain intact.

Try again. You need to make the wind sharp and concentrate on it's cutting power in order to make it cut through the paper.
