Sasuke is a criminal, he is shinobi in fighting only, actually it could be argued that sense Sasuke is no longer bound to any villiage or any faction that he isn't really a definition Shinobi at all.

Naruto is better just because he don't want hatred to exist. Meaningless deaths.

Meanwhile Sasuke don't give a shit about other people lives and only think about himself/his clan.

Sasuke may be a stronger fighter, but Naruto has the heart and mind and this is making him stronger than Sasuke. My opinion.

My answer = Naruto is a better overall Shinobi.

Hebi Sasuke used to be better, because he fought with intellect and kenjutsu. Now he just seems to spam Amaterasu or Susano'o.
Naruto needs more techniques than Rasengan and Shadow Clones to be a 'better' shinobi, imo. Regardless, he's still quite powerful.

Though Naruto's motivation to fight is alot better than Sasuke's, so one could claim that Naruto is better idealistically via his loyalty to the village and the Will of Fire.
