Raiton and Suiton are good natural guesses giving his name but offer little to the resengan in hindsight.
With suiton you just have a large water ball.With Raiton you just end up with lightning blade or chidori.

No other element gives the same perks as fuuton it increases its rotation speed and cutting power.

Minato is pretty much a close range fighter. It's stated in the manga that ninja that thrive in close combat usual have an affinity to wind nature. To add to that he was a hokage level ninja. Most kage have more than one Nature affinity. So water could have been the other seeing that namikaze means whirlpool? Or was it waterfall. I can't remember. Correct me if I'm wrong.

It's much more than naruto can but minato can't.

Minato didn't have enough time. He died young.
Naruto on the other hand being a uzumaki and knowing kage bushin had a advantage and was basically made for this. You saw in the manga Kakashi explain that the shadow clones would cut years of training into days or weeks.

No Rasengan is purely Chakra based with no element needed! it takes the chakra released and forms it into a ball and makes it more powerful the faster you spin in and the more chakra pumped into it.

Rasengan was designed too allow you to infuse an element into rasengan making it that much more powerful.
