I'd personally give Shikamaru more credit. A 7/15 is too average for him. I'm saying 9. Maybe the same could be said for Sai and Neji too.
Choji, Lee, and Shino..7 each. Kiba and Sakura, sixes...Tenten and Hinata, both fives. And lastly, Ino with a 4.

Same for Shikamaru just not the highest maybe 9 or 10
Choji is not better than Rock Lee.
Lee should be higher at least 9 or 10
Hinata is definitely better than Sakura, she gets at least 6 or 7
Ino being higher or lower than Sakura is debatable, she gets at least 5, 6, or 7
